COUNCILLORS have refused an application to develop a major shopping outlet adjoining Sam's Warehouse on Gladstone Rd, Rockhampton, in a meeting this morning.

Rockhampton Regional Council senior planning officer Erin McCabe outlined a number of concerns with the application, including flood requirements, insufficient need and a conflict with the designated land use of the area.

The majority of Planning and Development Committee members supported the officer's recommendation voting against the proposal.

However, Councillor Tom Wyatt supported the development.
