Murderer was rated ‘low risk’ by state's corrective services

THERE were sightings reported in Bundaberg, Woolworths Allenstown and even near the Oaks service station in Yeppoon.

But as of 7 o'clock last night, almost 24 hours after escaping from low security at the Capricornia Correctional Centre, Tony Dwaine Morgan and Bradley Thomas Kuhl remained at large.

Sometime between a head count at 7.15pm and 9.15pm, the pair went missing after lifting up a section of fence on the Etna Creek farm.

Assistant Commissioner Mike Condon said police were working hard with Queensland Corrective Services staff to bring the escapees back into custody.

"Obviously we are concerned someone that is serving a term of imprisonment for murder is out on the streets," he said.

In 1998 Morgan stabbed 16-year-old Jason Wilkinson with a pocket knife and left him to bleed to death on Quay St in Bundaberg.

Morgan was jailed in 1999.

In October 2011, Kuhl and an accomplice entered the Oaks service station in Yeppoon wearing balaclavas and carrying rifles.

Kuhl pointed his rifle at a 17-year-old girl and ordered her to take a bag he handed her, which she gave to a fellow female employee who was ordered to fill it with cash from the till.

Kuhl then went home and smoked cannabis while watching a movie.

Assist Comm. Mike Condon said both prisoners were given a low rating by Queensland Corrective Services, which allowed them to be put on the low security farm they escaped from.

When asked why the prisoners were in a low security area, Detective Inspector Darrin Shadlow said that was a matter for Queensland Corrective Services (see response here).

Police were notified of the breakout at 9.36pm and were searching within 25 minutes, with assistance from the QCS dog squad.

The Queensland Corrective Services investigation unit flew from Brisbane to assist police. A number of detectives were also on the case yesterday.

Det Insp Darrin Shadlow said they were investigating whether the prisoners may have had help from outside the prison.

They emphasised that harbouring an escaped prisoner carried a maximum two-year jail term, and escaping lawful custody carried a maximum of seven years.

Kuhl is known to have family and friends in the Rockhampton and Yeppoon area. Some were assisting police yesterday after police made contact with them. 

Morgan has no known ties to the local area. Police are making inquiries in Caboolture, Burpengary and Bundaberg.

Police are also looking into an argument that Kuhl had with his partner days before he disappeared.
