Commission to review information after Neerkol inquiry
HERE is a list of the submissions made by senior counsel assisting the Royal Commission, Sophie David:
- In failing to place any restrictions on Father Durham's contact with children, or report the matter to the police, Bishop Heenan placed other children at risk of sexual abuse.
- The State Government failed in its care of the children at Neerkol by not adequately supervising the orphanage. The Queensland Government did not ensure adequately trained staff were employed as departmental inspectors; provided insufficient scrutiny to the circumstances in which children lived; and failed to accept and respond with concern to children's complaints that they were the subject of sexual and physical abuse.
- Bishop Heenan failed to provide an adequate or compassionate response to AYB's complaint of child sexual abuse in 1993 because he did not respond in a timely way to AYB's letters, phone calls or request to meet with him.
- After receiving AYB's complaint of child sexual abuse in June 1993, and accepting the truthfulness of her complaint in early 1994, Bishop Heenan failed to take steps to place any restrictions on Fr Durham's contact with children within the ministry.
