Justice for who?

Last Saturday after leaving the Rockhampton Caulfield Cup I got into a taxi with my friend who helped me fasten my seatbelt. It was securely in place. After a couple of minutes the taxi was pulled over by an RBT unit and shortly after I was fined $353 by the Qld police for not wearing a seatbelt. I was not rude or argumentative - I peacefully disputed what the officer alleged as fact. My friend stated that he had personally fastened the seatbelt. The police officer responded that the matter could be disputed at court. On pursuing a police authorisation to access the taxi's camera footage I learned that the police don't issue this for failure to wear a seatbelt. I then personally requested the footage from the taxi company and was refused under the Qld Information Privacy Act 2009. There are options for dispute (costly legal fees and time involved). Does this mean that unless you are wealthy the police can tell you black is white and you just have to take it on the chin? If so, what does this say about justice?
